Thiago Macieira 0d5538277d Makefile: Fix build with Clang

It doesn't know -Wdiscarded-qualifiers. Reported by @pjonsson on #247.

I really need to switch to CMake - #242

To build TinyCBOR:

  make

If you want to change the compiler or pass extra compiler flags:

  make CC=clang CFLAGS="-m32 -Oz" LDFLAGS="-m32"
